How to compress a photo to 20KB for SSC and government forms

The problem with generic compressors

Most compressors expose a quality slider (60%, 70%, 80%). You keep tweaking until the file lands close to the target. That's guesswork and it wastes minutes per form.

The fix: target-KB compression

Use a compressor that takes a **KB target**, not a quality percentage. It runs binary search internally, adjusting quality until the file matches your target within a few hundred bytes.
